The Construction Process
The City of Lake Quivira coordinates with the City of Shawnee and Quivira Inc., to review, approve and administer a range of construction projects.
Construction projects must comply with these international codes as applicable to the project:
2018 – IBC, IRC, IFC, IPC, IMC
2017 – NEC
Building Official: Your Construction Resource - The City of Lake Quivira requires building permits for a range of projects, from home renovations and expansions and new home construction projects.
The City’s Building Official, Jake Heller, works part time and serves as a resource for residents for new construction and renovation projects. He also participates in the Planning Commission and Board of Zoning Appeals meetings.

Building Permits
Most construction projects require a building permit. Prior to beginning a construction project, you must submit a building permit application through an online protal called CitizenServe.
Lake Quivira shares the portal with the City of Shawnee. After clicking on the link/button below, scroll to the bottom of the page and select the “Lake Quivira” logo to access the application portal for Lake Quivira. Permit fees are based on the cost of the project and are non-refundable. The fee will populate in CitizenServe when the application is complete.
Depending on the project, engineered stamped plans and engineered drainage plans may be required. Exterior projects with soil disturbance may also require an erosion control plan.
Once the application is complete and the required documents have been submitted, the City’s BuildingOfficial will provide an initial review and contact the applicants if more information is required. If no other information is needed, the application is submitted to the City of Shawnee for plan review and final approval.
Performance Bonds
Some construction projects require a performance bond in addition to the building permit fee. The performance bond is fully refundable at the end of the project if these conditions are met:
- No damage to surrounding properties.
- No excessive inspection failures.
- No ordinance non-compliance.
- No permit fee overages.
Once the project is complete, officials with the City of Shawnee will conduct a final inspection and notify the Lake Quivira’s Building Official to close the permit. The Building Official will complete a financial affidavit after the final inspection to determine the performance bond refund. The applicant must sign the document in front of a *notary. An invoice must accompany the affidavit. The Building Official will contact the applicant when the affidavit is ready for signature.
* The City Clerk is a notary. Notary services are provided at no cost.

Check - Make payable to the City of Lake Quivira. Drop off at City Hall or mail to 10 Crescent Blvd. Lake Quivira, Kansas 66217.
Contractor Requirements and Guidelines
Contractors must have a current Johnson County Contractors License to perform work at Lake Quivira. The homeowner can act as the general contractor but must also have a current Johnson County Contractor’s License.
The city does not require a separate business license.
Construction Hours – Work can be performed within these hours:
- Monday through Friday - 7 am to 7 pm
- Saturday – 8 am to 6 pm
- Construction is not allowed on Sundays and holidays.
